During the period fumigation is in process, a capable, alert watchman or watchmen shall remain on duty at the entrance or entrances to every building or enclosed space fumigated, except single and two- family residences when wholly vacated, until after the fumigation is completed and until the premises are properly ventilated and again safe for human occupancy. All guards and watchmen shall be reliable persons acceptable as such to the Health Officer. The licensee shall be held strictly responsible and accountable for the conduct of his guards or watchmen. All guards or watchmen shall be given definite and proper instructions by the licensee as to their duties and responsibilities.
