727.28   INVESTIGATION DEPOSIT.
   At the time the written notice is given to the Director of Public Safety of intention to generate or release such gases, fumes or chemicals in any building or structure within the City, a deposit of ten dollars ($10.00) shall be made to the Auditor, whereupon a permit to fumigate shall be issued to such licensee. Out of this fee shall be paid the cost of inspecting the premises where such fumigation is to be made and of inspecting the premises during the process of such fumigation and the releasing of such fumes at the termination of the fumigation. Any balance left from the deposit after paying the cost of the inspections shall be returned to the person making the deposit.
