Noxious or poisonous gases, fumes or chemicals shall not be generated or released for the purposes herein provided in any building or structure or part thereof in the City unless notice of such intention, in writing, has first been given to the Director of Public Safety, which notice shall be accompanied by the written consent and approval thereof from the Health Officer.
