No fumigator's license shall be issued under the provisions of this chapter unless and until the applicant for such license deposits with the Auditor cash or obligations of the United States of America in the aggregate amount of five thousand dollars ($5,000), pursuant to an agreement prepared and executed to the satisfaction of the Solicitor, for the benefit of any person or persons who may receive injuries, acquire illness or suffer death by reason of the use of fumigating by such licensee, his agents or employees.
