No person shall engage in the business of generating or releasing in any building, structure or enclosure, or any part thereof, in the City, any fumigant or noxious or poisonous fumes, gases or chemicals, for the purpose of exterminating, destroying or controlling any insects, vermin, germs, rodents or other pests, without first having obtained a permit to do so from the Health Officer as provided for herein.
