No person shall prepare or manufacture, sell, offer for sale, give away, deal in, supply or use, or have in his or her possession with intent to sell, offer for sale, give away, deal in, supply or use an exterminant or insecticide which contains living bacterial organisms or any culture or preparation thereof.
