No person shall sell or give away in the City any poisonous substance as an exterminant or insecticide unless the container bears a label legibly and conspicuously printed with the word "Poison" and the symbol of the skull and crossbones in red ink followed by the word "Caution", the name of the poison, the antidote therefor and the name and address of the manufacturer or packer. The words "poison", "caution" and "antidote" shall be in block type of a larger size than the other wording, as follows:
POISON

CAUTION
This exterminant or insecticide contains (insert name of poison), a deadly poison.

No person shall sell or give away in the City any substance as an exterminant or insecticide which contains wholly or in part flourine, its salts or compounds, or any other highly toxic ingredient, unless the container bears the following label with the caution and antidote therefor conspicuously and legibly printed, and the words "caution" and "antidote" in block type of a larger size than the other wording, as follows:
CAUTION
This exterminant or insecticide contains flourine (or name other highly toxic ingredient), which is highly toxic and must be used with care pursuant to the following directions:
