All public dances and all public dance halls shall be closed on or before the hour of 12:00 midnight. However, upon the application of a bona fide responsible person, club, organization, corporation or society, and after investigation, the Mayor may grant such person, club, organization or society a permit to continue the dance until such time as in his opinion is reasonable.
