No license for a public dance hall or academy shall be issued until the Mayor or some duly authorized City official appointed by the Mayor has investigated the hall or academy and determined that the hall or academy complies with and conforms to all ordinances and health and fire regulations of the City, that the hall or academy is properly ventilated and supplied with adequate toilet conveniences and that it is a safe, sanitary and proper place for the purpose for which it is to be used.
