721.01   DEFINITIONS.
   As used in this chapter:
   (a)   "Amusement machine" means any device which is operated by electronic and/or mechanical means, with or without moving parts, which satisfies all of the following criteria:
      (1)   The device becomes operational upon deposit of a coin or insertion of a credit card.
      (2)   The device is located in a business establishment.
      (3)   The person who owns the business establishment where the device is located intends that the device will be used by the operator to play a game (whether or not the game involves competition between two or more players and whether or not a winner results in playing the game) and/or to try his skill in the use of the device and/or to otherwise derive amusement, enjoyment or relaxation from its operation. For purposes of this paragraph, there shall be a rebuttable presumption that devices known as video games, pinball machines and bowling machines satisfy this third criterion. "Amusement machine" does not mean or include gumball machines, cigarette machines, postage stamp machines and/or other devices which dispense personal property upon deposit of one or more coins or currency.
   (b)   "Service dispensing machine" means any mechanical device which, upon deposit of a coin, performs a service of any nature such as washing of clothing, drying of clothing, cleaning, dyeing or pressing of clothing or shoe shine service.
   (c)   "Licensing authority" means the Director of Public Safety and/or his designated subordinates, such as the Building Commissioner and/or his clerks.
   (d)   "Coin" means and includes in addition to its usual meaning of a piece of metal stamped by or on behalf of the Federal Government for use as money, any token, slug, chip or other item which can be deposited into a device to render it operational and which is purchased, leased, rented or exchanged for on the premises of the establishment where the device is located. In such case, the token, slug, chip or other item, as described, shall be valued at the monetary rate of exchange for which it is purchased, leased, rented or exchanged.
   (e)   "Credit card", as used in this section, includes, but is not limited to, a credit card, charge card, debit card, or other card, code, device, or other means of access to a customer's account for the purpose of obtaining money, property, labor or services on credit, or for initiating an electronic fund transfer at a point-of-sale terminal, an automated teller machine, or a cash dispensing machine.
