(a) No person shall operate or maintain an abortion service without first obtaining a license therefor issued by the County Board of Health acting for the City. The Board may revoke such license if it finds, after a hearing, that the abortion service has failed to comply with this chapter and that such failure of compliance has materially affected or will materially affect the health of a patient.
(b) The annual fee for the license to operate an abortion service in the City shall be five hundred dollars ($500.00).
