(a) In addition to any rights specifically reserved to the grantor by this chapter, the grantor reserves to itself every right and power which is required to be reserved by a provision of any ordinance or under the franchise.
(b) The grantor shall require that the services, facilities and benefits required by this chapter, or the substantially equivalent cash value of such services, facilities and benefits, shall represent the minimum requirements of any franchise agreement.
