(a) From turn-on of the system's first customer, the grantee shall make local access and origination programming available to subscribers who receive extended basic service on the system. Access shall be made available by the grantee for use by the City and its citizens in accordance with the rules and procedures agreed to by the City and the grantee.
(b) The grantee is responsible for all headend equipment and origination equipment essential to production and playback of programming for PEG access and local origination use. The grantee shall also be responsible for the staffing, operation and maintenance of all equipment necessary to perform those functions. The grantee shall also either provide a fully staffed, activated and maintained studio in the City and equipment comparable to that provided by any incumbent grantee for PEG access use and local origination use or will provide substantially equivalent current cash value of facilities, staff, services and conveniences provided to the community by a grantee that does provide, maintain, upgrade and staff such a facility in the City. The requirements regarding PEG access and local origination programming and facilities must be provided to the community at the time when any new grantee provides service to its first customer or within two years from the grant of a franchise renewal.
