Unless otherwise provided in the franchise agreement, the grantee shall construct, install, activate and maintain, at no cost to the grantor, a separate institutional network to connect the public and parochial schools of the Parma City School District. The requirements regarding an institutional network must be provided to the community at the time when any new grantee provides service to its first customer or within two years from the grant of a franchise renewal. If any grantee does not provide such an institutional network, then such grantee shall provide substantially equivalent current cash value of such an institutional network at the time it provides service to its first customer. Any incumbent grantee that provides such an institutional network shall be required to operate and maintain its separate institutional network at no cost to the grantor.
