Unless otherwise provided in the franchise agreement, the grantee shall provide one free standard installation and free monthly basic cable service to all public and parochial schools and public libraries in the City, to police and fire stations and to the City Hall. Any additional cable service connections to Municipal buildings shall be installed by the grantee, and the grantor shall pay only the grantee's actual costs. The grantee shall provide either a free cable modem or highest speed telephone modem and high speed internet access service to each public and parochial school and public library in the City and to the City Hall, or provide substantially equivalent current cash value of a cable modem or current telephone modem and high speed internet access service to each public and parochial school and public library in the City and to the City Hall. The requirements regarding high speed internet access must be provided to the community at the earlier of the time when high speed cable modem internet access is available to residents of the community or two years from the grant of a franchise or franchise renewal.
