(a) The City reserves the right to regulate rates for basic cable service and any other services offered over the cable system, to the extent permitted by Federal or State law. The grantee shall be subject to the rate regulation provisions provided for herein and those of the Federal Communications Commission (FCC) at 47 C.F.R., Part 76.900, Subpart N. The City shall follow the rules relating to cable rate regulation promulgated by the FCC at 47 C.F.R., Part 76.900, Subpart N.
(b) The grantee shall offer a senior citizen discount to all eligible subscribers, based upon proof of age, and adult subscribers who are permanently disabled.
(c) The grantee shall offer broadcast basic service which will not ordinarily require a converter for cable-ready televisions and videocassette recorders for such service.
(d) The grantee shall offer broadcast basic service, which will consist of, at a minimum, all local, over-the-air broadcast channels and which will not ordinarily require a converter for cable-ready televisions and videocassette recorders for such service.
