(a) A franchise granted hereunder shall be for a term of fifteen years commencing on the effective date of an ordinance or resolution authorizing the franchise.
(b) A franchise granted hereunder may be renewed for a term of fifteen years upon application by the grantee pursuant to the provisions of applicable State and Federal law and of this chapter.
