715.10   HOURS OF BUSINESS.
   (a)   Except as provided in subsection (b) hereof, no person shall operate a bowling alley or billiard room between the hours of 2:00 a.m. and 10:00 a.m. or harbor or permit any person to be or remain in any bowling alley or billiard room any day of the week between the hours of 2:00 a.m. and 10:00 a.m. This section, however, shall not be construed to prevent regular employees from performing necessary work within the premises.
   (b)   The Director of Public Safety shall issue a special permit to the holder of any bowling alley license to operate between the hours of 2:00 a. m. and 10:00 a. m., if, upon investigation, the Director determines that such establishment is equipped with automatic pin-setting devices or does not employ persons under the age of twenty-one years during the hours between 2:00 a.m. and 10:00 a.m., and that such establishment is housed in a building of such soundproof construction as not to disturb the peace and quiet of the residents living in close proximity thereto.
   (c)   The Director may at any time revoke such special permit provided for in subsection (b) hereof if in his judgment he finds that minors are being employed or that the operation under this special permit is causing a public nuisance.
