711.06   APPEAL.
   Whenever any license provided for herein is refused or revoked by the Director of Public Safety or other proper official duly empowered to do so, the licensee may appeal from the order or refusal or revocation to a Board of Appeals composed of the Solicitor, the Director of Public Safety and the Director of Public Service, and in the absence of any one or more of the Directors, then of the next ranking official of the department. Notice of appeal shall be in writing and delivered to the Director of Public Safety within ten days from the making of the order of refusal or revocation. The Board of Appeals shall fix the time of hearing of the appeal, at which hearing all parties interested shall be afforded an opportunity to be heard. The Board of Appeals may sustain, disapprove or modify the order, and its decision shall be final.
