No person shall operate, maintain or conduct a barber shop in which the view to the interior is obstructed by the use of blinds, shades, screens, painted or frosted glass or any other device to prevent a free and unobstructed view from the outside of the barber shop, except, however, such shops as are now located or shall hereafter be located or conducted other than on a ground floor.
