It shall be unlawful for any junk dealer, pawnbroker, or secondhand dealer, or any person who manages, superintends, or is in charge of any business conducted by a junk dealer, pawnbroker, or secondhand dealer in the City, or for any agent or employee, clerk, or other person employed by any junk dealer, pawnbroker, or secondhand dealer in the City, or for any person who drives and operates any vehicle engaged in or used by any junk dealer, pawnbroker, or secondhand dealer in the City to take, buy, or in any manner receive or come into the possession of any kind of item(s) or merchandise within the corporate limits of the City, from any person who is under the age of 18 years.
