626.03   REGISTRY REQUIRED; THUMBPRINT.
   (a)   Every junk dealer, pawnbroker, and secondhand dealer shall keep a correct list of each article pledged or deposited with him or her, on which advances of money may have been made, or which may have been purchased by him or her and shall include a photograph of sufficient clarity of the item, an accurate and full description as to the nature of the property, including maker, marks, number, brand, monogram, and letter of any kind. He or she shall also enter in the registry the name, State-issued identification number or State-issued driver's license number, telephone number, and place of residence of each depositor and the date and hour when the deposit was made. The registry shall also contain an entry setting forth the interest to be charged on the amount of money loaned. These entries shall be made contemporaneously with the transaction or as soon thereafter as possible, but in no event allowing more than one hour to lapse after such transaction before the above-required entry is made concerning same.
   (b)   In addition to the records required in division (a) of this section, all junk dealers, pawnbrokers, and secondhand dealers doing business in the City shall obtain and provide to LeadsOnline a photograph of sufficient clarity of every person pledging, depositing, or selling, a photocopy of the State-issued identification card or State-issued driver's license of the pledger, depositor, or seller and a legible thumbprint from every person pledging, depositing, or selling any article.
   (c)   The records required in division (a) of this section and the articles themselves so pledged, deposited, or sold shall at all reasonable times be subject to inspection and examination by the police officers of the City. All junk dealers, pawnbrokers, and secondhand dealers shall have their goods arranged in stock so as to enable the same to be inspected by law enforcement officers.
