Any person who desires to conduct blasting operations within the City shall post with the Director of Public Safety an effective certificate of public liability insurance with an accredited company authorized to do business in the State. Such insurance shall be in the amount of at least three hundred thousand dollars ($300,000) for any incident and one hundred thousand dollars ($100,000) for any individual. Such policy shall protect such person, the Municipality, its inhabitants and the general public from any and all claims, damages and demands arising from the conduct of each blasting operation. Such certificate shall be in effect during all blasting operations and shall be approved as to form by the Director of Law.
