Blasting operations shall be conducted within the City, except on weekdays which are not otherwise legal holidays or on Sundays, and only then between 10:00 a.m. and 3:00 p.m. However, if the seismologist and the Fire Chief agree that an emergency situation exists, such hours and times of blasting may be specifically varied to address such emergency situations.
