No person who resides within the City or uses a bicycle in connection with employment within the City, shall ride or propel a bicycle on any street or upon any public path set aside for the exclusive use of bicycles within the City, unless:
(a) The bicycle has been licensed and a license plate is attached thereto as provided in this chapter.
(b) The person has in his possession a certificate issued to the owner of the bicycle or the consent in writing of the owner of the bicycle to operate such bicycle.
