351.15   TWENTY-FOUR HOUR LIMIT.
   (a)   No person, being the owner or having possession or control of a vehicle, shall park or permit such vehicle to remain parked on any street in the City for a period in excess of twenty-four hours while the vehicle is in a disabled condition or without usage in the usual or ordinary manner even though the vehicle is moved from place to place on the same street.
   (b)   As used in this section, “disabled” means and includes a flat tire or such a mechanical defect that the vehicle cannot be operated under its own power or upon public streets in compliance with the requirements of this Traffic Code and State law.
