351.13   PARKING OF COMMERCIAL AND HEAVY VEHICLES.
   (a)   No person shall stand or park upon a street any commercial trailer which is detached from the tractor or other means of locomotion except for the minimum period required in the usual course of business for making delivery of or loading merchandise for delivery.    (b)   No person shall stand or park a truck with a net weight of over 2,000 pounds, or a commercial tractor, trailer, semitrailer or commercial van, in a roadway at any time, except for the minimum period required in the usual course of business for making a delivery, or for conducting the business of the commercial enterprise whose vehicle is parked therein. All commercial cars, commercial motor vehicles and commercial tractors must be parked behind the rear setback line when parking on commercial property. All commercial vans must be parked on the vehicle operator's property behind the front building line.

   (c)   No person shall park a school bus, mobile home, commercial tractor, agricultural tractor, truck of more than 2,000 pounds net weight, bus, trailer, semitrailer, pole trailer or moving van on any street within the residential districts of the Municipality between one hour after sunset and one hour before sunrise.

   (d)   The parking of commercial vehicles on private property in a residential district shall be regulated as follows:
      (1)   The parking of commercial vehicles on private property zoned for residential use for the purpose of delivering merchandise shall be limited to the minimum time period required in the usual course of business for making of such delivery.
      (2)   Only one commercial vehicle not exceeding a gross weight of 8,500 pounds or an overall height of 82 inches may be parked overnight per dwelling unit. The term "dwelling unit" shall have the same meaning as in Section 1121.12 of these Codified Ordinances. Such vehicles must be parked either in an enclosed garage or on a hard- surfaced driveway or turnabout to the rear of the front setback line of the private property. In addition to the above restrictions, there shall be no overnight parking of the following commercial vehicle types:
         A.   Tow trucks;
         B.   Dump trucks;
         C.   Flat-bed trucks;
         D.   Tractor or semi-tractor trailer trucks;
         E.   Stake bed trucks;
         F.   Box trucks;
         G.   Any vehicle, including buses, with a dual set of rear wheels; or
         H.   Any vehicle transporting hazardous or flammable materials beyond what would be normally required to propel that type of vehicle.
      (3)   Whoever violates division (d) of this section is guilty of a misdemeanor of the first degree. A separate offense shall be deemed committed each day during or on which a violation or noncompliance occurs or continues.
   (e)   No person shall park a commercial tractor, trailer, or semi-trailer on any private property that has been zoned for Commercial/Office District use between one hour after sunset and one hour before sunrise, except for the minimum time period that may be required in the usual course of business for making a delivery of merchandise, unloading merchandise for delivery, or otherwise for conducting the business of the commercial/office enterprise located upon the premises.
   (f)   Whoever violates division (e) of this section is guilty of a misdemeanor of the fourth degree and also subject to a mandatory fine of one hundred dollars ($100.00) on a first offense; two hundred fifty dollars ($250.00) on a second offense; and on a third or subsequent offense, such person is guilty of a misdemeanor of the third degree and also subject to a mandatory fine of five hundred dollars ($500.00).
