No vehicle of any description, having a gross weight greater than 4,000 pounds when empty or 6,000 pounds when loaded, shall be driven upon any street in the City which has not been improved by hard surface paving, as defined in Part Eleven - the Planning and Zoning Code, during the period from November 15 to May 15 of any calendar year, unless such driver has first obtained written permission from the Director of Public Service to do so.
