339.02   USE OF LOCAL STREETS.
   (a)   No vehicle or vehicle with a trailer or trailers, each or either unit of which weighs more than ten tons, including the weight of the unit, shall be driven over any street in the City, except for the necessary delivery of materials or supplies to premises abutting the following streets, in which case the vehicle shall proceed by a route which will follow to or from the nearest intersection of the following named streets. Streets on which such vehicles may be driven are Brookpark Road; West 130th Street; Pearl Road; Stumph Road; Snow Road between Stumph Road and West 130th Street; West Ridgewood Drive; Ridge Road; State Road; Broadview Road; and Pleasant Valley Road between Ridge Road and Broadview Road. The Director of Public Service is hereby authorized to place signs stating that no such vehicle or unit in excess of ten tons in weight, as herein provided, is allowed to be driven over the streets within the City, except the streets herein named. However, the provisions of this section shall not apply to vans of moving and storage companies engaged in the business of moving household furniture and appliances over the following streets: Snow Road, York Road, Pleasant Valley Road and Sprague Road.
   (b)   The Director of Public Service may issue permits in special cases for the carrying of heavier loads upon and over streets in the City.
