No person having in his possession or receiving in connection with his business or otherwise any number of license plates for motor vehicles not displayed upon the motor vehicle for which issued, and not called for by the owner to whom issued within fifteen days, shall fail to notify the Division of Police of the fact and surrender the license plates or the numbers thereof to any police officer demanding the same immediately after such fifteen-day period.
