No person shall loan, sell, give away or otherwise traffic in license plates or license plate numbers issued by other states or any other duly authorized governmental agency in connection with the registration of a motor vehicle. However, nothing herein shall be deemed to apply to the issuance of license plates or license plate numbers pursuant to law.
