185.07   FEES FOR EMERGENCY MEDICAL SERVICE.
   (a)   Effective upon passage of this section, the Safety Director is hereby authorized to charge and collect the approximate actual cost of transportation and other emergency services provided by the Parma Fire Department. He is further authorized to promulgate written rules and regulations for this purpose. The Chief of Fire is directed to assist the Safety Director as requested. All funds collected shall be deposited into the following funds as indicated: forty percent (40%) into a Fire Department Building Fund to be created by the Auditor for the operation, repair, maintenance and replacement (including land acquisition costs therefor of fire stations, including personnel costs; and sixty percent (60%) for the purchase and/or maintenance of emergency medical service equipment and supplies; the purchase and financing of emergency vehicles; for paramedic support staff including Nonresident Billing Clerk and EMS Clerk, and other uses which facilitate the delivery of emergency medical service as deemed appropriate by the Mayor and approved by Council. All interest earned on the monies to the credit of such funds shall be credited to the same funds.
   (b)   Each person receiving emergency medical service from the City shall pay a utilization fee for each response by the City to a call for emergency medical services, determined as follows:
      (1)   For Basic Life Support services without transport, there shall be no fee.
      (2)   For Basic Life Support services with transport, the fee shall be six hundred fifty dollars ($650.00) plus fifteen dollars ($15.00) per loaded mile.
      (3)   For Advanced Life Support services without transport, there shall be no fee.
      (4)   For Advanced Life Support II services with transport, the fee shall be nine hundred fifty dollars ($950.00) plus fifteen dollars ($15.00) per loaded mile.
      (5)   For Advanced Life Support services with transport, the fee shall be eight hundred dollars ($800.00) plus fifteen dollars ($15.00) per loaded mile.
   (c)   The Safety Director may employ an independent contractor for the purpose of accomplishing the goals and objectives of this section. Such employment will occur only with the counsel and the consent of the City Law Director.
   (d)   The Safety Director and/or Fire Chief shall notify each party billed of the terms of this subsection in conjunction with the billing of the fee.
