There is hereby created a Board of Review which shall hear appeals as set forth in Section 183.68. Such Board shall:
(a) Consist of five resident members of the City appointed by the Mayor, with the advice and consent of Council, for overlapping terms of three years. Two of the first members shall be appointed for one year, two members for two years and one member for three years, respectively, and they shall serve until a successor is appointed;
(b) Conduct hearing upon appeals authorized by this chapter and maintain a record of its transactions. Such records are not public records available for inspection under Ohio R.C. 149.43. Hearings requested by a taxpayer are not meetings of a public body subject to Ohio R.C. 121.22;
(c) Adopt rules of procedure not inconsistent with this chapter and elect officers as the Board sees fit. No member of the Board shall take part in any hearing or determination in which he has a personal or financial interest. Members of the Board shall attend hearings in person and shall receive no compensation therefor. Three members of the Board shall constitute a quorum. A member may be removed for cause by the Mayor; and
(d) Conduct hearings privately if at the request of the person filing the appeal. The provisions of Section 183.63 with reference to the confidential character of information required to be disclosed by this chapter shall apply to such matters as may be heard before the Board on appeal.
