To provide funds for the purposes of general Municipal functions of the City, including, but not limited to, capital improvements, road and sewer maintenance and/or repair and increase and maintenance of police and fire personnel, there is hereby levied a tax on all salaries, wages, commissions and other compensations and on net profits as hereinafter provided.
