A Board of Appeals is hereby created consisting of the Mayor, the Auditor and the Law Director, to which any person aggrieved by a ruling of the Treasurer under this chapter may appeal his or her ruling or order. The appeal shall be perfected by the filing by the applicant with the Treasurer of a written notice of his or her wish to appeal within ten days of notice of such ruling or order. Upon receipt of the notice, the Treasurer shall, within two days, transmit a copy of the notice to the Mayor, who shall forthwith summon the Board of Appeals. The Board shall meet within ten days thereafter for the hearing of the appeal, causing notice of the time and place of the meeting to be served upon the person appealing.
The Board shall have the power to call in persons to give such testimony bearing upon the case as it sees fit and shall have the power to subpoena witnesses as in civil cases.
The majority of the Board shall have the power to affirm, reverse or modify the ruling or order of the Treasurer.
