The Presiding Judge of the Parma Municipal Court is hereby authorized to enter into a contractual agreement with an attorney duly licensed to practice law within the State to represent indigent defendants arrested for the commission of a crime within the City before the Parma Municipal Court if the penalty for such crime provides for incarceration in jail should such a defendant be found guilty.
