(a) Upon the effective date of this chapter (Ordinance 27-77, passed January 31, 1977), the Mayor shall establish a set of written rules and regulations for the operation of personal information systems. Such rules shall be effective on the date he directs and may be amended by him as necessary.
(b) A set of written rules and regulations shall be established as described in subsection (a) hereof whenever a new personal information system is created.
(c) The Mayor may adopt supplementary rules and regulations for the operation of individual personal information systems as he deems necessary.
(d) A written copy of the established rules and regulations and all pertinent amendments and supplemental rules shall be distributed to each employee dealing with a personal information system, and a copy shall at all times be kept in the office where each set of records is maintained.
