173.13   LONGEVITY BENEFITS.
   (a)   Definitions. As used in this section:
      (1)   "Full-time employee" means a person who is listed on the rolls of the City as a regular or permanent employee and who works not less than seven hours a day, five days a week, on an annual work schedule, except as provided hereinafter;
      (2)   "Part-time employee" means a person who is listed on the rolls of the City as an employee but who is not a full-time employee. A part-time employee is an employee who fills a position referred to as part-time by ordinance of the City or who fills a position temporarily, seasonally or intermittently, or any employee who has previously retired from a City position and is presently receiving retirement benefits as the result thereof; and
      (3)   "Years of service" means continuous annual employment as a full-time employee. Any layoff not in excess of one year or any authorized leave of absence shall not be considered as a break in service in the determination as to whether employment is continuous or not, except that during the period of any such layoff or leave of absence, years of service shall not accumulate and no payment of longevity benefits shall be made.
   (b)   Payment of Benefits. At the first regular payday after the employment anniversary date of each full-time employee, longevity benefits in accordance with the schedule of benefits provided in subsection (c) herein shall be paid in a lump sum to each employee who qualifies for such benefits, except that each within rank member of the Division of Fire or Police shall receive such benefits in equal biweekly installments on each regular payday.
