In the recall for re-employment of City personnel, seniority shall again apply and be binding upon the hiring authority so that employees with the longest length of service are recalled first. However, a patrolman returning as a member of the Division of Police, with previous experience in such division, shall receive credit up to two years of service, as it relates to salary category, subject to the approval of the Director of Public Safety, whether returning after dismissal, lay-off or resignation.
