(a) Any person who is appointed to or commences employment in a position with the City shall, within eighteen months of such event, reside within twenty-two miles from the boundary of the City. Failure to reside within twenty-two miles from the boundary of the City within such time shall be grounds for dismissal from service with the City. Any person who is an employee or appointee of the City on such effective date shall maintain his or her residence within twenty-two miles from the boundary of the City.

(b) This section shall have no application to any person appointed or employed prior to December 6, 1976.
