As used in these Codified Ordinances, unless otherwise expressly provided, or unless the context clearly indicates that a different meaning is intended:
(a) "Immediate family" means father, mother, spouse, child, sister and brother.
(b) "Department head" is a person occupying any of the following positions: Data Processing Manager, Tax Commissioner, Director of Public Safety, Director of Public Service, Building Commissioner, Mechanic Supervisor, Director of Purchases, City Engineer, Sewer Supervisor, Street Supervisor, Recreation Commissioner and Clerk of Council.
(c) "Supervisor" and "Foreman" are persons whose positions are identified and classified as a supervisor and foreman.
(d) "Seasonal employee" is an individual hired to perform specific services in an industry which, because of climate conditions or because of the seasonal nature of the industry, is capable of operation only during recurring periods of 40 weeks and/or 1,400 hours or less in any consecutive 52-week period or 1,400 hours or less in any 2,080-hour period.
