There is hereby established a Domestic Abuse Council. The general purpose of the Council shall be as follows:
(a) To effectuate coordination between agencies, departments, and the courts with victims of domestic violence and abuse;
(b) To promote effective prevention, intervention, and treatment techniques which will be developed based upon research and data collection; and
(c) To improve the response to domestic violence and abuse, including, but not limited to, physical, emotional, verbal, sexual, and financial abuses and assaults, and related crimes, including, but not limited to, the crimes of assault, harassment, rape, trespass, and stalking, so as to reduce incidents thereof.
