The City Cemetery Commission shall:
(a) Make recommendations to Council with respect to the protection and preservation of public burial grounds and cemeteries located in or belonging to the City.
(b) Subject to the approval of Council, direct all the improvements and embellishments of such grounds and cemeteries and protect and preserve them.
(c) Have all other powers and duties conferred upon it by Council.
