There is hereby created and established a City Cemetery Commission, consisting of five members appointed by the Mayor for overlapping terms of three years, except when a person is appointed to fill an unexpired term on the Commission. Two of the first members shall be appointed for one year, two members for two years and one member for three years, respectively, and they shall serve until a successor is appointed. Members of the Commission shall serve without compensation.
