The City Engineer shall examine, both by written tests and oral examination, and shall have full authority in the hiring of, and setting up of standards and qualifications for, all street inspectors or other personnel whose duties shall be to inspect and supervise the construction of any sidewalks, roads or public utility installations, within the roadways of the City.
