(a) The City Engineer shall have control of all sidewalks, grading, draining, curbing and paving, placing of lines, all sewer and sewer and water curb connections, and all other utilities, of any nature, within the street right-of-way and the City streets, alleys, roads and boulevards.
(b) Pursuant to Ohio R.C. 715.26(c), the City Engineer is authorized to require, regulate and provide for the numbering and renumbering of all buildings, structures and residences in the City.
