Any person requesting the Auditor to check and to certify the amount of any further assessments on any parcel of land in the City shall be required to make the application upon a form prescribed by the Auditor giving the location of the parcel, which application is to be accompanied with the most recent tax bill for such parcel.
After making his examination, the Auditor shall issue to such person a certificate separately giving the amount of the principal and the interest of such future assessments.
