No resignation by a member of Council shall be effective, and no vacancy shall exist in such office, until such time as a member's resignation has been formally accepted by action of Council. A proffered resignation by a member of Council may be withdrawn by him or her prior to its acceptance by Council or prior to its effective date, whichever occurs later in time.
