(a) The Clerk of Council's Office shall be composed of the Clerk of Council, such other employees as Council may designate from time to time and as are set forth in the salary ordinance.

(b) There is hereby created within the Office of Council, the position of full-time Clerk of Council. The full-time Clerk of Council shall be elected for a two-year term of office by the members of Council pursuant to Ohio R.C. 731.04.
