(a) The minutes of a regular or special meeting of any public body shall be promptly recorded and open to public inspection.
(b) The minutes need only reflect the general subject matter of discussions in executive sessions authorized under Section 107.05.
(c) After approval by the public body, minutes shall be filed with the Clerk of Council who shall keep a minute book for each public body. The public may inspect the minute book at any reasonable time.
